Tim Griffin is being appointed US Attorney General in Arkansas because, as Karl Rove's assistant and under his instruction, he assembled "caging" lists that were used to deny (disproportionately minority) voters their right to vote in the 2004 election.
What is a "caging" list?

It appears that Republican party officials have compiled voter lists from minority precincts and sent a registered letter to each voter. If a letter came back as "undeliverable," that voter was added to a "caging" list. For example, thousands of letters came back from the home addresses of soldiers that were serving in Iraq. Those voters were removed from voter rolls and their absentee ballots were consequently thrown out.

The Republican party spent millions of dollars in a multi-state concerted effort to compile and apply these lists.

The use of caging lists to disqualify voters on the basis of race is a violation of federal law.

(Incidentally, Tim Griffin was an integral part of the Republican 2000 Florida election effort.)
