A president that can break the law and shield anyone who could testify against him with "executive privilege," and a president who can order his apparatchiks to break the law with the understanding that they will be pardoned if convicted. is not a president. He is a King.
One of the Democrats on one of the committees that have hosted administration witness who have refused to testify should stand up behind the lectern and command:

"You will answer every question posed to this committee completely and truthfully or you will be held in contempt of congress."

"In America, the government is subject to the will of the people rather than the people being subject to the government."

"You do not get to decide which questions you have to answer. You do not decide which questions are legal or not legal. We decide which questions are asked here."

"If you have any evidence or first hand knowledge that the president, the vice president, the attorney general, a political advisor, or anyone else at the White House has violated federal laws, laws passed by the US congress and signed into law by the president, then you will reveal that evidence or knowledge to this committee. "

"Several former administration officials were seized at thier homes a short time ago by congressional bailiffs. At this moment, they are being taken to a federal detention center for failure to comply with congressional subpoenas. You will answer every question posed to this committee completely and truthfully or you too will be held in contempt of congress until you decide to comply."

That Democrat could get elected president in a landslide.
Congress has another route to enforce its will, an inherent power of contempt. But that has not been used since early in the 20th century. It has long been deemed unwieldy in the modern era as it entails Congress stopping all work to hold its own trial and imprisoning any offenders in the basement of the Capitol.
