In a monarchy, the people are subject to the will of the government. In America, the government is subject to the will of the people.
The government doesn't get to decide what programs it will reveal to the people (through their elected representatives in congress.) When the congress demands information about government programs on behalf of the people, the government is bound to comply.

When a congressional committee demands that government bureaucrats answer questions or relinquish documents that relate to programs executed by the government, the bureaucrat is bound to comply. He/she does not get to decide whether or not they want to. He/she does not have a choice to make with regards to whether they even will show up to testify. He/she certainly does not have the right to declare documents "top secret" or to destroy documents that might incriminate them or others in the government.
