Is the cap-and-trade bill passed by the House a tax? A surcharge? A necessity? A boondoggle?
No matter what label is eventually applied to it, there are three things we must keep in mind:
  1. Our fossil fuel based economy is emitting carbon at a rate that is causing the earths temperature to rise.
  2. That situation requires that we convert from fossil based energy to renewable energy.
  3. That conversion will be a monumental task, and it will not be free. It will not even be cheap. We have to have some mechanism to pay for it.
