| The two options that have been proposed to limit carbon emissions are (1) a carbon tax on anything that emits carbon, or (2) a cap-and-trade system where entities that emit carbon amounts above their allocation purchase permits from more efficient entities. There is no "cap-and-tax" proposal. Anyone who attempts to introduce that term into the discussion is simply tying to confuse the issue. |
