Republicans want an election held over and over until they get the result they want.
Unable to defeat President Clinton at the polls, the Republicans orchestrated an ongoing effort to impeach him using nefarious tactics that eventually led not to conviction of the President, but rather to the repeal of the Special Prosecutor law that they used to prosecute him.

In Texas, first House and then Senate Democrats left the state to prohibit a quorum from assembling in order to block a vote on redistricting. According to the US constitution, a census will be taken every 10 years to determine the makeup of the congress. ("The actual enumeration shall be made…within every subsequent term of ten years" -- Article 1 Section 2) Republicans have short-circuited the last election results by redrawing district maps in between census counts to change the results of the last election.

In California, Republicans (primarily Republican advocate Darrell Issa) orchestrated a recall effort to overturn the 2002 gubernatorial election results.

Republicans lose a race, they say "two outta three?" They lose two and they say "three outta five?"
