The Bush strategy has been to foster an environment of never ending fear, a condition that Americans are neither used to nor comfortable with.
The attacks of 9/11 startled and induced a wave of panic and fear in the American people. During this period of crisis, the nation rallied around the President and Bush saw his popularity ratings soar.

The Bush administration has exploited the 9/11 attacks by prolonging the resulting panic and fear. It has used every opportunity to utilize a set of news media outlets whose ratings are boosted by concentrating on exaggerated claims of danger to promote an endless grip of "terror" among the American people. One of its tools has been the color-coded "terror alert status" system which, while providing no useful information to the general public, serves as a constant reminder that we may be attacked again at any moment.
