Democrats should not run for President urging the repeal of all of the tax cuts.
The tax cut bills of the early part of the Bush administration were not the sole product of the Republican party.

During the first half of the Bush administration the Republican policy was to cut taxes for the rich. During this period, the Democrats under the leadership of Tom Daschle controlled the Senate (because of the party defection of Vermont Senator Jim Jeffords.) They used that position to influence the tax cut bills. As the Republicans constructed their tax cuts for the rich policy, the Democrats insisted that several proposals to help the working class be included.

Among these were the child tax credit and the marriage penalty exclusion.

These tax cuts are popular because they are fair. They are the result of Democratic intrusion in the Republican tax cutting scheme. Democratic candidates should explain the difference between tax cuts devised by the Republicans and Democrats. They should claim the tax cuts that help working people as a product of Democratic intervention and promise to keep them when they once again control the government.

No matter how carefully Democratic candidates explain their policies to repeal tax cuts, the Republicans will attempt to paint the explanations as spin and the policies as tax hikes. For the most part they will succeed.

The paradox is that in order to balance the federal budget, some amount of tax hikes are necessary (combined with spending cuts where ever possible.) Keep in mind that this is the case made by Democratic candidates in the recent past (Dukakkis, Mondale).
